Multi-Site Generator Fuel Reconciliation: A Practical Ledger
A practical worksheet for operations, stores and project teams.

A multi-site generator fuel ledger should preserve each site’s opening stock, receipts, issues, transfers and closing stock before combining results. Keep generator hours, electrical output and data quality beside that account. A stock difference is a quantity to investigate; it becomes an attributed operating finding only when the relevant documents, measurements and review support that conclusion.
Use the working record
Download the editable worksheet. Record the actual evidence and responsible reviewer against each relevant row. The empty results are inputs for your project, not completed tests. Add the equipment identity, operating period and reference method before assigning an outcome. Retain unsuccessful checks and the evidence from any repeat after correction.
Give each physical fuel boundary an identity
Map the tanks, generators, day tanks and transfer routes at every site. Identify which movements cross the selected reporting boundary and which remain internal. A transfer from a bulk tank to a day tank can matter to a local tank account while cancelling in the complete site's stock account.
Use stable identities for equipment and delivery documents. A site name alone is insufficient when several tanks or contractors are involved. Record replacements, temporary supply arrangements and changes to the fuel route with their effective times so historical periods remain interpretable.
Reconcile the stock terms before calculating ratios
For each period, retain opening stock plus accepted receipts minus recorded issues or transfers out minus closing stock. Identify the treatment of transfers in and returns within the chosen boundary. Keep the physical measurement basis and units consistent across those terms.
The resulting difference can include consumption, unrecorded movements, measurement uncertainty or timing effects depending on the boundary. Label the quantity according to what the record establishes. A bulk-tank residual should not automatically become a generator's measured fuel consumption when other users or transfer routes remain inside the account.
Verify level-to-volume conversion
Obtain an accepted capacity relationship for each tank and retain its version. The level reference, tank orientation and operating range affect the conversion. A sensor's percentage reading is not automatically a percentage of usable fuel volume, particularly for a non-linear vessel shape.
Record the conditions used for opening and closing observations. Delivery disturbance, vehicle movement or a changed installation can affect interpretation. The responsible metering specialist should establish a suitable comparison method and any required stabilisation condition for the actual tank arrangement.
Bind receipts to the correct period and tank
Retain supplier document, delivery time, receiving tank and authorised acceptance. A delivery invoice and a measured stock increase may use different quantity bases or observation times. Keep those differences visible for review instead of silently forcing the values to agree.
Where fuel moves between sites, preserve both sides of the transfer and the common reference. A group ledger should avoid counting the same transfer as new external supply twice. Unmatched dispatch and receipt records should enter a review queue with responsible owners at the relevant sites.
| Ledger component | Site record | Group-level check |
|---|---|---|
| Opening and closing stock | Accepted tank conversion and times | Compatible reporting periods |
| External receipt | Supplier and receiving evidence | Unique delivery identity |
| Internal transfer | Sending and receiving records | Matched movement, no double count |
| Generator operation | Hours and electrical output | Correct equipment relationship |
| Quantity quality | Measured, estimated or unresolved | Visible qualification in totals |
| Reviewed difference | Finding and authorised correction | Traceable attribution |
Keep hours and kWh as separate operating context
Verify the controller hours and electrical meter identity. Record resets, replacement and the actual output boundary. A generator can run at different loads during equal periods, so hours alone do not establish comparable duty or fuel use.
Where a fuel-per-kWh ratio is appropriate, preserve the numerator, denominator, units and matching period. Missing or zero electrical output should produce an explicit unavailable result when the ratio cannot be supported. Do not apply a single assumed consumption rate to every generator and load condition.
Handle missing information without hiding it
Record whether a stock quantity is measured, estimated or unavailable. The reporting owner should approve any estimate and retain its source and method. A period with incomplete evidence may still support a narrower operational question, but the group report should preserve that qualification.
When delayed records arrive, keep their original event time and review the affected period. Preserve the earlier report and the authorised revision. This allows the customer to explain a changed reconciliation without implying that the physical fuel movement occurred when the data was uploaded.
Investigate differences with targeted evidence
Assign a specific check: a receipt confirmation, transfer match, tank reference, counter reset or route inspection. The reviewer should retain the original difference, requested evidence and finding. Distinguish a documented administrative correction from an observed physical issue.
A theft or loss conclusion needs the appropriate supporting investigation. Monitoring can identify an unexplained pattern and preserve its timing, but the ledger should not substitute an accusation for evidence. The useful first result is a traceable discrepancy and a concrete next action.
Close sites individually before combining the group
Agree the close procedure and responsible reviewer at each site. Retain open exceptions and any qualified quantities. A group total should make clear whether all included periods are closed, provisional or based partly on estimates.
Demonstrate an export that can be reconstructed from source terms and matched transfers. The final handover should include identities, conversion versions, correction rules and responsibility for each record. This creates a scalable fuel account that remains explainable as sites, tanks and service providers change.
Connect the decision to the project
Use Fleet management, Fleet fuel theft detection, Logistics to place this task within the wider installation. Bring a recent operating record and identify the decision that the proposed measurement should support. A focused discussion should establish the first boundary, the responsible site participants and the evidence needed before expanding the scope.
Agree who maintains the point register and who can change interpretation rules. Preserve the previous version when a device, product, reporting period or responsibility changes. During handover, demonstrate an export that another authorised person can reconcile without relying on the dashboard operator to explain missing fields.
Discuss the scope with addanode using the actual site information, available interfaces and proposed acceptance record.
Sources and method
The PNNL operations and maintenance guide provides equipment and maintenance background. The ledger is a proposed engineering accounting method using actual site records; it contains no assumed universal fuel rate or customer loss figure.
Frequently asked questions
Can tank stock difference be labelled generator consumption?
Only where the defined boundary and retained movements support that interpretation. Account for other users, transfers and measurement qualifications.
Why retain both hours and electrical output?
They describe different aspects of duty. Equal running hours can contain different loads and output.
Should an unresolved difference be allocated to theft?
Keep it as an investigation quantity until the relevant evidence and authorised review establish the finding.
