Obligations

What the regulator asks, and what a record answers.

Two separate regimes apply depending on what you operate. A hospital or clinic works to the norms and standards regulations made under the National Health Act. A retirement village with residential accommodation is a registered residential facility under the Older Persons Act. Neither instrument requires a location system. Both ask for things that are considerably easier to evidence when the building keeps its own record.

The two regimes are separate and we keep them separate: the norms and standards regulations govern health establishments, while registration and reporting for residential facilities sit under the Older Persons Act. A campus that operates both will engage both.

Questions facilities ask first.

Most projects start with a specific incident, an audit finding, or a family asking a question nobody could answer.

No. Existing call points, pull cords and door contacts keep working and feed the same event log. What gets added is routing to the nearest available staff member, arrival recorded by presence rather than by cancelling a light, and response-time reporting. See nurse call & staff safety.

Yes, when designed for it. POPIA names location information as personal information, and health information is a special category — but the Act expressly permits healthcare institutions and facilities to process it where necessary for treatment and care or for the administration of the institution, subject to confidentiality. Staff are a separate question with a separate answer, including a right to object that most employers have not read. Our POPIA guide works through both.

Yes. Where ceilings cannot be opened, battery-powered reference points with a five-year cell and a sealed housing mount on a wall and report over a long-range radio link — no conduit, no ceiling voids, no ward closures. New wings and refurbishments usually use Power-over-Ethernet units instead, because when the ceiling is already open, one cable per point is cheaper to run and simpler to maintain.

Yes — it is specified that way rather than sold that way afterwards. Reference points, gateways and the server sit behind backup power and the system keeps recording locally through an outage, because emergencies do not coincide with grid availability. Some can sense a pulse or detect that a wearer has not moved, and that is useful as a trigger to send someone to look. We are deliberate about the limit: this is a location and safety system, not a medical device, and it neither performs nor replaces clinical monitoring. Anything presented as clinical measurement falls under medical device regulation, which is a different regime entirely.

Yes — private retirement villages and their on-site frail care are a core focus. The obligations differ from a hospital's: a residential facility must be registered under the Older Persons Act and its operator reports annually to the Minister on service standards and measures to prevent and combat abuse of older persons. A system that records response times and checks completed turns that report from an assertion into a record.
