Green Drop Report 2025: what the results say, and what a works can actually do about its score

What the Green Drop programme is

Green Drop is the Department of Water and Sanitation's (DWS) incentive-based regulation programme for wastewater services (its drinking-water sibling is Blue Drop). Rather than only policing effluent samples, a Green Drop audit scores a municipality's entire wastewater function: process control and skills, wastewater quality monitoring and compliance, capacity management, asset management, and management commitment. Systems scoring at least 90% earn Green Drop certification; systems below a critical threshold are placed in a "critical state" category and face regulatory action. Full audits run on a multi-year cycle — 2022 was the programme's return after nearly a decade, with watch reports in between, and 2025 is the latest full audit.

The 2025 results in numbers

Nearly half the country's municipal wastewater systems are now in a critical state. Behind the aggregate sit familiar mechanisms: works receiving more flow than their design capacity, broken or bypassed process units, skills gaps in process control, and — the quiet one — monitoring programmes that don't run, so neither the municipality nor the regulator knows what a works is discharging until the river shows it.

Why scores fall: the pattern behind "critical state"

Reading Green Drop findings as engineers, the failure chain usually runs: no reliable measurement → no early warning → slow failure becomes visible failure → capital crisis. A works that doesn't meter its inflow can't prove it's overloaded (or plan around it). A works that samples effluent monthly finds out about a dosing failure weeks late. A pump station without telemetry spills before anyone knows it tripped — and most spills start at exactly such a station. None of this excuses underinvestment in civil and mechanical assets; it explains why two works with the same infrastructure can land in different Green Drop categories.

What actually moves a Green Drop score

Some scoring areas need capital projects and years. But several of the heaviest-weighted areas are about operational knowledge and proof, and they move within one audit cycle:

• Wastewater quality monitoring & compliance — a monitoring programme that actually runs: flows metered, key process parameters measured, effluent quality tracked against the works' authorisation, results submitted to the regulator's systems on time.
• Capacity management — continuous inflow measurement that shows real hydraulic loading versus design, which is also the evidence base for the next upgrade's funding motivation.
• Early-warning operations — telemetry on pump stations and critical process units, so failures are responded to in hours, not discovered in the audit.
• Records and evidence — auditors score what can be shown. Continuous data with timestamps is the difference between claiming an operating regime and proving one.

The full report (published on the DWS website) breaks results down by province, water services authority and system. If your works or municipality is in the critical category, the practical reading order is: which KPA lost the points (it's often monitoring and capacity, not only infrastructure), what the audit cited as evidence gaps, and which of those gaps are measurement problems — because those are the ones that can be closed before the next cycle without waiting for a capital budget.
