First decision: refill shop or bottling plant?
Everything downstream — licences, equipment, labelling, capital — depends on this choice, and many new owners don't realise they're making it.
A purified-water refill shop (a "water shop") treats municipal or borehole water on site and dispenses it into containers the customer brings or buys. You are a food premises: you need a municipal Certificate of Acceptability (COA) under R638 of 2018 (the general hygiene regulations for food premises under the Foodstuffs, Cosmetics and Disinfectants Act), and your water must be safe drinking water — which in South Africa means measured against SANS 241.
A bottling operation — filling sealed containers for resale — steps into a second regulatory layer: R718 of 2006 (as amended), the regulations relating to all bottled waters, which govern how packaged water is categorised (natural, defined-by-origin, prepared), treated and, together with the food labelling regulations, how it must be labelled. The industry body SANBWA runs an additional voluntary standard its members bottle to.
The practical advice: start refill, add bottling only when a customer actually asks for it in volume. Refill is lighter on capital and compliance, and it's where the neighbourhood demand is. Bolting on R718-grade bottling later is a project, not a pivot.
The licences you actually need
- Certificate of Acceptability (COA) — issued by your municipality's Environmental Health department under R638, before you trade. The inspection looks at premises hygiene: washable surfaces, hand-wash facilities, waste handling, pest control, staff facilities.
- Municipal trading/business licence — requirements vary by municipality for premises selling foodstuffs; ask the same Environmental Health office while you're there.
- If bottling: R718 compliance + labelling — product category rules and label content (including the labelling regulations under the same Act). This is the layer refill-only shops avoid.
- Water source rights — municipal supply is straightforward (you're a customer); a borehole for commercial supply raises water-use questions with your municipality — ask before you sink it.
None of this is exotic — but our research base includes municipal notices from other countries announcing that refill stations failing quality tests a second time will be shut down. The licence gets you open. The quality regime keeps you open.
The equipment chain, in plain terms
Almost every serious water shop runs a variation of the same chain:
- Pre-filtration — sediment and carbon stages that protect everything downstream and deal with chlorine and taste.
- Reverse osmosis (RO) — the heart of the plant, where dissolved solids are removed. Membrane condition is product quality.
- Post-treatment — UV and/or ozone as the microbiological safety net, sometimes remineralisation for taste.
- Storage and dispensing — food-grade tanks and the filling stations customers use; hygiene here is where good water gets recontaminated.
What drives cost is capacity (litres per hour), feed-water quality (borehole water usually needs more pre-treatment than municipal), and dispensing points. The quality regime: SANS 241 is your yardstick
South African drinking water quality is specified by SANS 241 — currently the two-part 2015 edition (SANS 241-1 sets the numerical limits; 241-2 the risk-management framework). A consolidated Edition 7 has been through public comment (the draft closed in September 2024) but has not yet been published as the final standard — so 2015 remains the working reference. For a shop, the regime looks like:
- Periodic laboratory testing against SANS 241 parameters — your municipality sets expectations via your COA conditions and its own inspection programme; test at least often enough to prove your process, and keep the certificates visible.
- Daily process monitoring — at minimum TDS checks on product water; better, continuous monitoring of TDS, flow and pressure so drift shows up as a trend, not a failed test. - A hygiene process that actually happens — container rinsing, nozzle cleaning, tank sanitisation on schedule. In our research, the most damning complaints weren't about equipment — they were about skipped rinse steps under cost pressure.
Is a water purification business profitable in South Africa?
It can be — it's a volume business with honest margins, not a get-rich scheme. The structural facts:
- The product's raw cost is low — you're adding treatment, convenience and trust to inexpensive feed water. Gross margin per litre is healthy; the fight is fixed costs (rent, labour, power) versus daily litres sold.
- Location is the volume lever — foot traffic, parking for container runs, and a catchment that cares about water quality (or has visible municipal supply problems) matter more than any marketing.
- Filter discipline is the margin lever — change consumables too early and you burn cash; too late and you burn quality. Predictive replacement, based on what the line is actually doing, is worth real money on both sides.
- Trust is the moat — shops compete on claimed purity. The one that can show live quality — and whose reviews say the water always tastes right — keeps its customers when a competitor opens across the road.
And the honest caveat from the failure research: the businesses that die usually die of quality drift, a failed inspection, or a reputation event — all detection problems before they were business problems. A launch sequence that works
- 1. Scout the site — foot traffic, rent, power reliability, feed-water quality (get it tested first; it sizes your pre-treatment).
- 2. Engage Environmental Health early — COA requirements differ by municipality; building to the inspection beats rebuilding after it.
- 3. Size the plant to realistic volume — a right-sized RO chain run well beats an oversized one run half-blind.
- 4. Stand up the quality regime on day one — lab baseline test, daily monitoring, hygiene schedule, record-keeping. It's much harder to bolt on later.
- 5. Make quality visible — display your lab certificates and, ideally, live readings. Proof sells refills.
