What SANS 241 is — and its current status
SANS 241 ("Drinking water") is published by the South African Bureau of Standards and referenced throughout South African water regulation as the definition of safe drinking water. Two things about its structure matter to anyone building a compliance regime:
- The current edition is SANS 241:2015, in two parts. Part 1 specifies the limits — what concentration of each determinand is acceptable, and whether the risk it addresses is acute health, chronic health, operational or aesthetic. Part 2 specifies the risk-management process: how a supplier designs its monitoring programme, assesses its specific risks and responds to exceedances.
- A consolidated Edition 7 is in the pipeline, not in force. SABS technical committee TC 147 circulated the draft (which merges the two parts into one document and revises the risk framework) for public comment that closed in September 2024, according to the SABS DSS notice. As of this writing it has not been published as a final standard — so 2015 remains the edition to test and design against, while watching for the final Edition 7.
The standard itself is copyrighted and obtainable from the SABS; what follows is an engineering orientation, not a substitute for the document.
What the limits cover, with representative values
SANS 241-1 groups its determinands by the kind of risk they carry. A few representative limits from the 2015 edition show the logic:

The full standard runs to dozens of chemical determinands (nitrate, fluoride, metals, disinfection by-products and more), each with its own limit and risk class. The two-tier turbidity limit is a good illustration of the standard's philosophy: the operational limit exists to keep the treatment process honest, well before the water becomes unacceptable to drink.
Who has to comply
- Municipalities and water boards — SANS 241 is the reference standard for potable supply, and compliance results are the heart of the DWS Blue Drop audit.
- Industries and mines with their own potable systems — a plant treating borehole or river water for staff consumption owns the same obligation a municipality does.
- Water shops and bottlers — retail purified water is judged against SANS 241, on top of the food-premises hygiene rules; our water business guide covers that stack.
- Anyone signing a water services agreement — supply contracts routinely specify "SANS 241 compliant" as the quality clause, which makes the monitoring records the contractual evidence.
Compliance in practice: labs prove it, monitoring keeps it true
SANS 241-2's risk-management framing points at an operational truth: a lab certificate proves the sample; it doesn't protect the week after it. A working SANS 241 regime therefore has two layers:
- Verification — accredited laboratory analysis at the frequency your risk assessment (and regulator) requires, covering the microbiological and chemical determinand sets.
- Operational monitoring — continuous instruments on the parameters that move fast and break compliance: turbidity, residual disinfectant, pH, conductivity/TDS, with alarms and a record. When the online turbidity trend climbs, you fix the filter before the next lab sample fails — which is the entire difference between systems that hold excellent compliance in Blue Drop terms and systems that get surprised.
